"Car crushing mayor"?

This bug appeared in a news report published by Regret the Error on Aug 19, 2011 by Craig Silverman. View the original news report.

The headline "AP Retracts photo of car crushing mayor" makes it sound as though a car is crushing the mayor, not the other way around. Perhaps a hyphen between car and crushing?
